CHINA – New Restrictions on
Foreigners’ Religious Activities.

China has introduced new measures that further regulate the scope of foreign religious activity within its borders. These changes impact travelers who have previously entered the country for religious purposes, including those participating in missionary or religious service activities.

What this means for travelers and organizations.

  • The new rules do not affect visa categories directly. The updated regulations require that foreigners obtain prior approval from the Religious Affairs Bureau before engaging in any religious activities in China, regardless of their visa type.
  • Foreign religious personnel coming to China to teach at religious institutions may apply for a work visa; however, the requirements are stringent. They can only work at religious institutions that hold a 'Certificate of Qualification,' and the individual must possess a master's degree or higher, with significant academic expertise in the field of religion. If the purpose is solely preaching or proselytizing, they can only apply for an F visa, which requires prior approval.
  • All religious activities by foreigners must be conducted at officially registered religious venues or at temporary sites approved by authorities. Activities outside these parameters are strictly prohibited.
  • Organizations and individuals should remain aware of the sensitivity of these issues and avoid publicizing religious work or activities in China.
